We may also consider dividing the overcrowded World or combining underpopulated Worlds.

Looks like if too many people end up on the same server, some of those refugees will be sent to a different server. That would be grounds for some seriously disgruntled customers.

Wouldn't it just be easier to place a cap on the number of characters transferring to a server in the first place? /shrug

Well SE wanted ppl from everywhere to be on the same server because of the number of ppl online at the same time. If you have 4000 ppl on a server, 1000 are EU, 1500 are JAP and 1500 are US, you don't always have everyone online at the same time. When US player are sleeping, JAPs are online and vice versa. If you have 4000 ppl from US on a server, most of the ppl will be online at the same time.
