I read through this chapter twice and still have no idea what the hell rubel was saying. Hopefully will make more sense to me with a better translation...

Yeah, I found the translation pretty confusing. I might need to read it again, but the general jist of it was interesting. Rubel is one hell of a sneaky bastard. The only thing that was solidly clear is that he wants to kill partially awakened Claymores and he doesn't want the organisation to find out about them.

His methods were kinda confusing to me, but I was reading pretty quickly.

Basically because if the organisation found out about half-awakening they would be several steps closer to fully controlling awakened beings without having to rely on the twin method.

yes. He is working for whoever is fighting against the orginazation on the other continent or island or whatever the mainland is. If he just outright went out and destroyed the training facilities and such they would just rebuild them, and make them harder to find/infultrate, so he wants them to collapse on themselves.
and he wants the partially awakened killed because as said, they wouldnt need the twin method to control awakened beings, so they could make more of them, since I'm sure twins arent all that common and it takes so long to train them for that task.
