Simple, federal authorities just have to present it to the SE branch located in north america. However, usually in countries like Japan, England, Canada etc... most companies would rather just toss away simple information like what would be requested in the warrant than rather cause a conflict.

It really depends on the company. Most companies who do alot of trades with the United states would rather just comply in releasing one persons information. If they refuse, the media in america could always exploit it making SE look like the bad guy and because of it they might loose customers. So companies usually just give in, because they will lose 1 person instead of risking losing multiple.

It also depends on how companies work. If SE were to have database backups saved at thier other locations, then federal authorities could obtain it from the NA branch of SE. However, I really doubt they use thier own company for backup purposes let alone do it in america.
