There should be one made automatically when you went to 3.10 OE in the root of your memory stick. ie the first window that pops up when you explore your psp. I'd format the psp's memory stick using the built in formatter, I think that will make the folder for you.

reformat it with the built in formatter on the 3.10 oe-a psp?

    edit:
i created an iso folder in the main folder..
it showed up playable on my psp, but now its saying:
The game could not be started.
    (80010002)

could it be because im running 3.10 oe-a and not the latest oe-a version?

That's the error of the PSP sensing no UMD in the drive when you are attempting to execute the .iso. I believe there is a fix for that in the firmware's safe mode. Hold right the trigger while booting up PSP, that should get you into safe mode. Or just put a disk in the PSP when booting .iso's.
