It was probably because of the spreading emptiness. But really, I don't understand why they didn't put the Riverne sites on the other map, turned the maps 180 degrees, and say that space is all messed up and everything is all floaty there because that was where the force that the Lightbringer generated when it tore the Tavnazian Peninsula off of the rest of the continent obliterated space-time also causing level caps or something along those lines. I'm pretty sure the CS when you started CoP 2-5 had Prishe or Ulmia going "WTF happened here!" indicating that the cape riverne only become that way after bahamut's arrival.
