Well that depends.
If that 3% is all that you have and there are no spells or job abilities active, then it is only going to speed you up 3%.
If you are going from 90.3 up to 93.3% haste, then it is going to increase your speeed by over 30%.
-3% delay wouldn't be the same as 3% haste, would it? Since it'll change your base delay say from 480 (e.g) to 465.6 base instead, than haste is calculated from this base.
So, it'll be faster, but not as significant as 3% haste would.
That is my theory.
I doubt SE would stack it with haste, that would be just plain broken, lol.
Not sure of the exact rule of thumb about necroing a thread but I didn't want the possibilities of this update to be lost on people.
Even if the -3% delay doesn't stack with regular haste caps (I don't think it has been tested as of this post) the base damage on BZ might be boosted a great deal.
And.
Rune Chopper might officially be broken =p
