Friend had this problem and she had to have someone do it. The only way she fixed it herself was reinstalling POL. :/

If that works then whatever. The last major update fixed it for me though.

The bug is in each installation of FFXI. I can't allocate merits on my PC back home, but on my PC at my boyfriend's place, it's np. I just have him distribute my merits for me.
