Chocobo Long Walks : Brutus???

Chocobos are stupid.

My chocobo is black and I was like ready to pimp it out with Gallop and Canter but I can't fucking meet Brutus on my long walks. Does anyone know why the hell I seem to have everything except Brutus on my walks? I have seen the Galka 4 times, and gotten more than my fair share of random trash from my chocobo randomly finding shit. Is there something I need to do first?

Meeting anyone on a walk seems highly dependent upon either your discernment or receptivity. I've read from others that it's receptivity, but I only know for sure it's one of those two, based on my recent experience raising one with ultimately first-class in those two stats. From there it just seems to be 50/50 on one or the other, or in my case 20/80 on the one you want to learn (I wanted to meet the taru and kept meeting Brutus lol).

Both of mine were the lowest you can have them I think, because I maxed STR/END and I still got every story from walks etc. So its prolly just random.

I think you misunderstand. You always get the story the 3rd time you encounter them, it's just the likelihood you'll encounter one on a given walk is dramatically increased with high receptivity (or possibly discernment).
