Cobra cap would shave a Joy swing off for full TP after WS.
Turning your 14-hit Joytoy build into a 13-hit build (after WS) is nice, but don't forget that at least a certain percentage of the time, you're going to be 1 hit away from hitting 100% TP and will double-attack with Joyeuse, overshooting 100% TP and essentially defeating the entire purpose of using it in the first place. I'd definitely take the delay reduction + additional damage from a constant 5% Haste over the equivalent of a 7.1% reduction in the time it takes to reach 100% via Store TP that may or may not happen depending on when your Joyeuse double-attacks.
This is not correct. You need a total of +12 wind/singing (any combination of the two) to cap Valor Minuet IV at 75 (with capped skills), aside from Minuet merits. If you have a Wind Torque, that's 5 more skill you need. Been trying to trim down some situational gear so I have more inventory room, and at like 350-380 base def (I still use sushi so this number doesn't change) +21def seems like a lot. But yeah I know... lol def. Any ideas? Or is Iron Ram shield that good to always have on hand?
Lastly, would anyone ever use a Sentinels shield (level 50 rare/ex IS point one, +3str +1% haste)? Would it be ideal for macro swaps or whatever when I've got enough homam and haste stacking for PLD/NIN or merits?
I used Sentinels shield up until that 60 one. No complaints here.

Yes, though the advice about a balance of CHR and +skill for debuffs is still true. I used the crown for a while, then swapped to Demon Helm for a while, then just changed to Walahra Turban since everything landed anyway (though I have 4 merits each in wind + singing). I have generally kept my CHR at around 110, while for the most part piling on as much skill as I can reach, within reason. I do give use Astute Cape instead of Jester's +1, at least while /WHM, but I've never used Minstrel's Coat instead of a 10+ CHR body. The STR and DEX would do the best.
If you're hurting on acc and getting poor TP returns could swap in Ares's feet.
I'm not an expert, but from looking at the stats on each piece, I'd say Heca head and feet and Ares hands looks like a good combination for Raging Rush.
Wouldn't swap anything for Nhead, Nhands > Nfeet, so I'd prefer to swap the feet for more acc if it was needed, if I was really hurting for Acc I'd swap the waist, but with full merits, and a strong Dex build you should be pushing 40+ Dex, 110 more total, so I'd have to wonder what outside of a Lurker that you're having issues with RR Acc on.

6 Hit Build (I use PCC instead of Chiv Chain):
Brutal + Rajas + Carbonara (allowing for Snipers +1)
or
Brutal + Rajas + Ecphoria (allowing for food other then Carbonara)
Which would be the better alternative?
Imo.. If you need Sushi, then Ecphoria build. If you need Meat, then Carbonara build. Again, don't focus on a 6hit build if you don't have the means to hit the mob.

4 Str vs 15 Vit on a 50% Str 50% Vit mod WS.
I know 4 Str gives the fStr bonus, 3 Attack, and 2 WS mod, 15 Vit just gives 7.5 WS mod.
I'm still trying to work out exactly how the WS mod damage bonus works, part of me wants to say it would take 5 or more Str to beat out that much Vit, and I could swear I've seen the bonus of the two scaled out somewhere before.
