No, its a program. I guess Meteora is on XP, so its not just Vista. At first I figured it was an optional toolbar feature from Windows, but thatd be cool.. which isnt Bill Gates style.

No, the original person who posted their desktop with it is called Meteora, the application itself is called ObjectDock (or something).
