Are you people aware the OP was talking about a lvl 60 Party, and not a merit pt with or w/o bards.
I do the following and it has worked for me so far:
1. /sea all ??-?? inv and check what ppl are lfp. If there are essentials lfp, I'll make a pt. If not, see 2.
2. Go afk, not seeking, and do something fun. I get invites while afk and not seeking for some reason, and when I do, I ask for the setup and join if it's nice.
Works like a charm tbh.

That being said if I don't need buffer on my monk or ninja I party on my bard <_< which...to be honest, I more often than not don't ask what the party setup is. Maybe I have better luck than others in merit pickup parties, usually I get the 4 melee/2 mage parties, and that tends to be enough to at least keep me interested in exp :X

easy solution: stop being lazy and make your own party, let gimps know how to improve before kicking (i usually do this in /tell)

I generally automatically search the inviter. If their /anon or undersubbed I will ignore. If they just go pt?, {Party}?, blind invite or some variation of that, I will respond by asking party setup and level range. If they take offense, chances are I will never party with them again.
I only make parties when I see all necessary jobs seeking. If someone asks about the setup, it makes me feel more confident in my choice because they actually care about getting fast xp as well. It doesn't take that much time to talk and reply to people.
Edit: The issue isn't elitism, its about keeping your sanity.

Always send out invites with number of people and jobs, and location of camp/targetted mobs. It takes like 3 extra seconds of typing and tabspamming, but it's at least courteous to do so. Face it, half of the time you'd do it for a JP/BRD/RDM/COR/tank you really need anyway, so just make a habit out of it.
If I get an invite without it, really depends on which job I'm seeking on. "High demand jobs", you can gtfo, not dealing with your crap without knowing what I'm getting myself into. Level 55 DRK I'll take my chances at 7k/hr vs 10k/hr. Will still leave shittastic pt's though, decent xp > no xp > xp where I have to tear my hair out.
Also, my policy of not meritting without BRD or COR usually results in me coming BRD, oh the irony. brb twisting more people's arms to level BRD
On the topic of shitty BRD's, there's nothing I hate more than a shitty fucking BRD. BRD's that can't keep songs up when they're not even pulling. BRD's that do not cast Elegy. I don't know if some BRD's don't understand how good Elegy is, or they're just that incompetent that they can't comprehend when you ask them to cast it. I find that a majority of pickup BRD's won't cast Elegy, even after being asked to, but they sure as hell will cast Requiem. Then you get the BRD's that cast Paeons and shit when you don't even need it, gotta love them... oh, and "what's a Cornette? I cast all my songs with this Harpe." There's also the BRD's that use a freaking Shellbuster or Monster Signa instead of Staves.
nothing wrong with asking questions about party setup, but when a guy is trying to get a replacement member for his party you should try to be more understanding. He obviously had a bad day or is just a complete dick...or maybe he's a complete dick who had a bad day.
you can always take the initiative and search the player sending you the tell, then search the zone of the player sending you the tell. Should be able to narrow down who's probably with his party.

As far as PUG go you can ask party makeup if you are: Brd, Rdm, Whm, Cor, Nin, Pld (pre 68). If you are not any of the other jobs I'd personally take any offer for a party since it's better than soloing or browsing the AH.
If you want to be picky and are a melee you need a static or LS parties.
