CHR also only affects accuracy. You need +song or +charm to affect "potency".
I wasn't addressing Job abilities (since potency/duration/accuracy doesn't map well to the way that charm works and that there is not a 'charm skill'.)

I was not aware that charisma only affected accuracy of debuffs and not power though; thanks for the information ^^
