Counterstance etc...

I was wondering if someone knew the exact numbers on Counter/Counterstance - and how it works.

My understanding is that MNK has 15% base counter, with Counterstance up, it reaches approximately 45% base counter. The 15/45 numbers will be lower, based on your accuracy (so if you have say, 50% accuracy vs a mob, you'll counter ~22.5% of the time with Counterstance up?)

Are there any other factors, or limitations placed on counter/counterstance, and is my information correct?
