Making an "lolsash"esque YTMND

I am not sure which programs are used to make the lolinternet type ytmnd's like lolsash, but if anyone can help me, I' want to make one based off an Aegis PLD in my linkshell who comes to about 90% of events as a BLM, hence the lolaegis idea.

At this time, all I know how to do is implement the sound.

I am pretty certain most of the effects could be managed in Flash/Fireworks. Then again, I could be wrong
