I thought it was just supposed to be recast times too, but it did definitely affect cast times before.

Maybe it finally got fixed.

ABS-TP recast is still the same for me, 90 seconds. :/

I was talking abuot the time it takes to cast the spell, not recast.

Was Hasso ever supposed to affect cast times? I thought it was only supposed to affect recast times.

The description of Hasso and Seigan say that it increases both cast and recast times. If you ever SAM/NIN, you can experience a very thorough casting of Utsusemi: Ichi as the bar fills completely to 100% before the spell is finally completed.
