What is up with 30-minute-window NMs after a maintenance. They all seem to be pretty close together, but I have seen Overlord Bakgodek, for instance, pop more than a minute and a half after Behemoth. Do the different zones go up over the course of a few minutes, and the first-day window is set by when that zone is started? What's the furthest apart two king windows could be?

Each zone is hosted in a different server. Sometimes you'll see an emergency "the following areas will be undergoing emergency maintainence..." listing non-contiguous zones - that's an indication that those zones are hosted on the same server that is being rebooted.

Spawn time is maintained on per-zone basis. So yes, there could be a minute or so difference in pop window between different zones depending on how soon a zone was physically up.
