As far as I know, you can use the name of a deleted character(often used by people who wants to change their name, delete character > make a mule > restore old character) but not perma-banned ones.

you can't reuse the names of people who have been permabanned, this is how people knew that PLD with 3 relics quit and wasn't banned.

I wonder what would happen if you got jailed for something that was a 100% permaban, logged out while in jail, deleted your account / content IDs, waited a few months, and reactivated...

Is it just me or did they basically say to all those that tossed their ann. ring that they are fucked for good. Seeing as how if they ever do decide to let us recharge them that they will not be able to attain another.

I've been reading up on this whole thing a few times now..
I'm Swedish so i don't really understand everything that's written there fully. So might aswell ask here.

I've been trying to get my old char back a few times already. But it's never worked before. Last time it tired it had been deleted for 11 months, and the online Service told me that they could possibly restore my character since it hasn't been gone for a year yet. But it never worked. Well now, It's been over 12 months and i stopped trying to apply for a Character restoration.

So for the acctual question. Do you all think it would be possible to get the character back now with this "Return to Vana'diel Campeign" thing?

I deleted the char like a year ago, and then canceled the ID. So, If i reactive my ID. And then go apply for this Return thing. It should be possible right?
Like i said. I'm swedish so i don't really understand everything there. ^^;

Having implimented ways to re-obtain items like CoP rings, I hardly think this is the case. If they did decide to allow recharging at somepoint I think it would be a simple thing for them to impliment (re-obtaining the ring).

I contacted SE through their online support about this for myself (I'm kinda in the same situation as you)... these are a few of the answers I got regarding the matter.

SER Wesley S: The manual restores are only for characters that are manually deleted with in the past 12 months. RHVD is only for characters that were on Content IDs that were deleted by the system. It is not possible to reactivate a deleted Content ID. You can only cancel Content IDs, but they are not deleted until 12 months later.

SER Wesley S: No, you would not be eligible in this situation as you deleted the character yourself and it was not deleted by the system.

SER Wesley S: The system deletes Content IDs that are cancelled for more than 12 months. If you character was on a Content ID that was cancelled for more than 12 months, it would have been deleted. That would make you eligible for RHVD.

Oh, can't forget the end statement:
