I thinking these new WS will come from merits. SE could easily add a group 3 for each job and have new WS, Ability or Spells be there, and since it looks like each job has a new WS even with the same weapon it would make sense that they would be merits. Also merits are a bigger timesink then some quest, which is probably what SE wants.
I know it would be alot of people's wet dream to go back into the past and obtain Relic Armor and even Relic Weapons through other ways aside from Dynamis. However that would be to good, sort of like buying a brand new ferrari from a old lady for $100 (a red ferrari...). BUT, what if we go back in time and can get "Similar" armor from the great war. Maybe it looks like Relic but even more awesome? Maybe we can work and obtain new weapons which give new weapon skills? Then no one can bitch that they nerfed Dynamis (Dynamis + nerf in the same sentence makes me hot in the pants). Perhaps there was more Hydra armor than what we see. I would love yet another reskin of the AF models actually. They are the coolest looking sets in the game (the AF and AF2 skins).
Just speculation of course, but it's a thought.

It only applies if you have Double Attack. Joyeuse/Justice is then dumb because it negates using any gear with Double Attack (Justice can achieve 3 hits - Proc + Double Attack, whereas Joyeuse can never swing 3 times).

Double Attack affects both hands. That's how dualwielders get 4x hits in one round sometimes. I still don't see why you would mainhand Justice Sword.
Neither joyeuse or justice's 'occasionally attacks twice' works on WS. Double attack+ from gear or traits works the same way on either hand for DoT. There is no reason to mainhand justice, as you are just losing 1 base dmg for ws.
