You don't know that the person whose credit card that is, is actually doing the deed. (In fact, since they're probably incurring multiple $25 charges to the card for transfer, I bet it's a stolen card)
Because someone who hacks accounts is obviously dumb enough to put their real address down on all of them. Leave the sleuthing to the Hardy boys.
Atleast on my account, they did not change billing info or address, so I had to eat the $25.00 it seems.

AA, if you use Visa/Mastercard for your FFXI billing go to them. Say that this was done without your knowledge and they always investigate the incident. Trust me, Visa goes for blood when it comes to fraud/misuse and almost always they catch the person.
Just Paypal that $13 to Taj instead and have him wreak unholy havoc upon whoever that person is.

As mentioned a few times, many of the people have never given out their info to anyone. All of them use Windower, and I hate to say that might be the culprit since I'm personally friends with StarHawk, but I honestly can't find another common factor at this point.
