Maybe that's the second apkallu in the .dats?... More likely it's just a rare TP move used at low hate judging by the SS thou.
I've fought a ton of apkallu and never seen that move thou.
EDIT: I notice it says unable to see apkallu in your SS, could it be something positional? Were you running around?
Could just check the .dats to see if Wing Whirl is an ability monsters can use.

Since it seems that only Apkallu on the ship can use the move, it's possible that Wing Whirl is used to pop the NM somehow. If it's just a normal TP move then it's unlikely as I'm sure someone would have popped it by now, but the screenshot seems to suggest that it may have been moving around, so it's possible that it was triggered by range or position.

Wing Whirl is used by all Apkallus. Keep fighting and you'll see it. Just because you hit for 0-3 damage, doesn't mean you can't kill them; ranged attacks were still always doing max damage while my melee hits were almost nothing. (As NIN with Katana/Ungur boomerang)
So, I tried to fish. Rod broke first try. I went back with another rod and peeled crayfish, and damn, it's hard. Managed to pull back one fish in 10 attempt (I ate it after). Gonna try different lure, but I dont think it's something that simple.
