My theory is they didn't want people to be able to spam these synths until a later level.. more than likely to raise the 5 level break limit.

Leather to 100 break synthing panther masks 95-100 is too easy, as an example. Same with Gavial Masks on bone.

Edit>> it would be 89+3+3 break synth to 100.

don't forget to account for the higher break rate when below the cap. while this can easily be countered by +skill items and support, it would not surprise me if SE did not think this through and figured that the caps slightly over 100 would be sufficient to ensure these "1337" synths were higher risk of break and thus more valuable. though i'm sure nobody would assume a gavial mask to be "1337" it wouldn't be the first time reality differs from SE's interpretation. granted, i'll admit that this assumption i make requires a lot of assumption of SE being careless and foolish in design, but then i look at things like the mantra belt and am reminded that these are not so difficult to believe. ^^

Skeet I was under the impression that dragon harness was 101 skill, at that point it doesn't really matter so i never cared to clarify it.
