No, you are right. They don't have a say, which proves the point of a lot of people that America is empire building at the cost of american lives and huge sums of taxes, loans and future debt.
The private security forces are there to escort diplomots etc, these are their missions that we know about. Why we require almost 200k bodyguards at $1,000 each, per day is puzzling to me also.
