Take into account, though, that obtaining an ebisu does not an ebisu-fish fisherman make. While someone at level 28+ fishing skill can obtain an ebisu fishing pole, they will still not be able to help others out by fishing gugrus/liks up themselves if they do not have the appropriate skill level. If everyone in your LS has high fishing skill, then it'll work out well.
Having people "drop out" of this program when they get their ebisu is probably not something to be too concerned with; if you're all members of a LS, I imagine there is some level of respect/friendship that will keep people from getting it and leaving.
Knowing SE, this is probably the way the quest was meant to be tackled by. As with anything else in the game, you need a bunch of people to take down X event. The person who gets the item from X event will make it slightly easier to complete the second time (a powerful sword, TH gloves, armor, whatever). The only difference in this case is that an individual who obtains an ebisu rod GREATLY increases the rate at which others will get their rods (no rod breaks, better stamina depletion, etc.). I wouldn't mind joining one of these types of group myself, though I would probably limit it to about 2 or 3 others; while our haul would increase exponentially, and we would be able to get the theoretical 4th, 5th, 6th, 7th person's rods quicker, you might get an individual with a record like me which messes things up ;p
(Though, on a side note, I'm not the unluckiest fisherman in regards to the ebisu quest. There are still two other people listed on wiki who have turned in more total fish than I have.)
