There are people stating that they have the atma without ever having participated in Fish Ranking, so I think that's out. It's not high fishing skill, it's not Lu Shang's quest, it's not Fish Ranking. That leaves mostly some connection to Inside the Belly or something odd like having used a Lu Shang's. Inside the Belly is the most likely connection, because the lowest I've heard of with the atma is 27. Is it possible to trigger the quest with 27+3 skill?
Pelazoea is also guttable. Wonder if any non-abyssea mobs were added to the list.
e: I have synergy at 70, so I think I could go ahead and make that new stall and test of Mega Moglification. Unfortunately, I don't think I'm going to have the opportunity anytime soon. If anyone else gets it and has the chance, please report any findings!
Anyone know the tally yet on what new things can be turned in and what they yield?
Sorry for the double post! Just wanted to share some interesting info.
After preliminary testing, the new Puffin ring (which states that it increases chances of fishing up large prey) actually seems to increase monster bites. I found around a 75% monster bite rate fishing up Dorado Gar with the ring on. Only 50% monsters without the ring on. I'm assuming it's a glitch, because if you combined it with the Noddy ring (decreases monster bites) you'd basically just be right back where you started without either of the rings. Will continue to test, but so far according to SE, large prey also equals monsters. Go figure.
Where do you get the new ring??
Fishing is fucked up for me, I can't fish over 56 fish a day, that includes 59 releases and 425 casts. It seems to be random too, one day i'll hit 56 fish the next day i'll get 90, this is on 5 different characters too. Doesn't make any sense at all.
It makes sense that Puffin Ring would increase monster bite rates, because they are still considered "large prey" (notice its not large FISH; anything !!! will fall under the category of prey, since you technically don't know whether its a fish or monster before reeling it in). Further, using both Noddy and Puffin would see an increase in large prey (monsters and fish), and a decrease in monsters, thus leaving one with just the effect of an increase in fishing of large FISH.
Increased (Large Fish + Large Monsters) + Decreased (Large Monsters) = Increased Large Fish overall.
Even of Noddy Ring only makes monsters fall back to their original bite rate (without either ring on), you'll still see less small fish, which may be worth it depending on your target.
Dorado Gar, Pelazoea, and Crocodilos are confirmed guttable so far, but no info on what they drop.
And yeah, where'd you get the ring? Seems like you left out some important information.
Dorado Gar drops a Gold Ingot. Just got one.

You'll definitely be able to make it @ 70, but even though it's only 1 element (99 water), if 1 explosion gets through, you will fail the synth. It only took me 2 tries, but on the 2nd I was lucky enough to prevent and explosion on my 4th precision thwack.
I haven't had a chance to test the fishing out yet, but did find it effects my MH setup by making it the removable item to switch between fishing and WW...which essentially sucks since it diminishes the "display" appeal of the furnishing, since putting anything on top of it also removes those items when you have to take it out. Would like to be able to test it switching between Carpenter's Stall as well, but still have a lot of gp to gain before I can finally get Mooching (this is what I get for being lazy the last few months...).
Thanks for the above info, peoples. Perhaps pelazoea drops the Noddy ring, unless there are more fish that people have yet to discover as guttable. Once winter break gets here, I'm going to dive headfirst back into fishing and get me those new fishing rings!
Good, sounds pretty easy. I might craft it, but not going to be able to test it out for a while, with finals coming up and whatnot. My prediction would be that it just enhances stamina depletion further than what Moglification gives. Or maybe it gives an Albatross ring effect on top of it, which would be awesome.
Is there a good setup for catching Pelazoeas? A fisherman from another server is asking for advice, as they want to fish them up to confirm/disprove that they could drop the other fishing ring.
Other than wiki saying that Robber Rigs work, someone made a post earlier that mentioned Shell Bugs work in the SE ponds. Is there any more conclusive information?

Just to put it all in one spot, and this is based off my experiences:
Puffin Ring comes from Crocodilos, fished up at the large pond at flux 4 in Abyssea - LaTheine using Meatballs for the best bite rate.
Noddy Ring comes from Pelazoea, fished up at the large pond at flux 4 in Abyssea- LaTheine using Shell Bug for the best bite rate. Only bad news here is that shell bugs cant be bought from NPC...and they only come from weird stuff like gardening.
As for the Abyssea legendaries:
Soryu is fished up in Abyssea - Misareaux at the sea cliffs (around flux 8 ) with a Sinking Minnow. Bite rate blows -.-
Kokuryu is fished up in Abyssea - Vunkerl on the bridges with a Minnow (and maybe meatballs?). Bite rate also blows according to Phellia <3
Sekiryu is fished up in Abyssea - Altepa at the southern oasis using a Sinking Minnow. Bite rate is better than the first two! Breaks the line though, so be careful.
Hakuryu is fished up in Beaucedine Glacier at the cliffs using a Minnow. Yes. I said Beaucedine Glacier. As in NO WHERE NEAR ABYSSEA. I will never understand SE.

Another fisher (Nuvesolo) was fishing Pelazoea today, and wants me to mention that Crayfish balls are also capable of getting bites from those fish. Not sure of the rate, though, but it may be a good backup if your server has no shell bugs available.
And thanks a lot for the info on the -ryu fish. I'm surprised it took that long to get information on them!
Updated my post...turns out Hakuryu are fished in Beaucedine Glacier. SE has a weird sense of humor putting that one no where near abyssea... Anyways, bite rate about 5-10% with a Minnow.
None of the -ryu fish can be gutted either! And thanks for the crayfish ball tip, that sounds less painful than shell bugs lol
is it possible that fishing in general got borked in the update? i'm down in SSG, been fishing for about 40 minutes, appalling bite rate, no nebs, one grim, several bream and tons of items. last time i was down here (sunday), i had 1-2 stacks of nebs, 8-10 grims and at least a stack of bream.
fwiw, not fishing under the bridge, not using any of the new rings (set up is smock/anglersx2/waders/heron/ebisu/shrimp lure). even tried w/o heron or apron. only fishing i've done in the last 72 hours was the MMM, and then only once.
Hmm...it could be possible I suppose. I noticed that Armored Pisces cons as good feeling now instead of terrible...but I was getting the same bite rate today that I've been getting for weeks. Outside of that I've only been hunting new fish so the bite rate sucks anyways. I'll run to SSG tomorrow and do some testing, see if things are the same or different for me.
