To comment on this, it depends heavily on how much you can buy each bait for. Sinking minnows will hook more hakuryus, but they will also break more often and cost a lot more. From my 5 day straight parse of 2 fishers with 100 base skill, +6 in items, stall+big one. Sinking minnows net you about 1 more hakuryu an hour and lose you 1 more bait. So its like, per hour, 10 fish NQ vs 11 S, 5 lost bait NQ vs 6 lost bait S.
for 1 hour of fishing:
104,900gil NQ
-5 bait
115,390gil S
-6 bait
300 gil minnows = 1500 gil, so for an hour of NQ minnows you make 103,400 gil.
1k sinking minnows = 6000 gil, so for an hour of S minnows you make 109,390 gil.
1.5k sinking minnows = 9000 gil, so for an hour of S minnows you make 106,390 gil.
1.8k sinking minnows = 10800 gil, so for an hour of this price, you make 104,590 gil.
What it basically comes out to based solely on my 5 straight days of parsing NQ vs S and nothing else, you need to buy sinking minnows within 1200 gil of NQ minnows for them be slightly better/even, and if they're more then that, you shouldn't even bother. Also, if your skill is below this, then sinking minnows hold absolutely no benefit for you, they just cost more and break more often and don't get you more fish, and you shouldn't even bother with them.
I use 1200 not 1500 because sinking didn't really net me 11 hakuryus an hour compared to NQs 10, it was like like 10.8.

Another thing I think people should remember for those overcrowded servers, is that if you're using your ebisu's to look for bait, and you pass up slightly more expensive bait to try and find cheap bait, you're only hurting yourself. Every 30 minutes you spend out hunting minnows is 50k you're losing by not fishing. So buying those 1500 minnows and just going back to fishing is going to end up better for you then spending an hour or more trying to ride different boats and find cheap bait.
