When you hit 89, rank up to Veteran without hitting 90. Once that is done, equip Ebisu rod and make sure you have no other fishing gear (No furniture either). See if you can do the LV90 Synergy (Fisherman's Stall). If you can, then Ebisu adds skill. If you cannot, then Ebisu does not add skill.

Edit: You'll need 15k GP for the Key Item.

Well, alternately, one could equip the fisherman's torque which explicitly reads as adding +2 fishing skill and perform the same test. I'd doubt either one is going to work, though, seeing as how neither actually increases the crafting skill number displayed in-game.

edit: Not to mention every other piece of fishing gear.

I've gained access to Alchemy Stall Synergy via Smock + Imagery, so that should work unless they're arbitrarily decided that skill from the stall would do jackshit. Though, Mojo did the same test to find +3 at minimum anyways (GS Synergy), so I don't see why fishing would be different.

skill+ gear will let you craft and hit Tx for HQing items so it should work. unless like I said and fishing just is so different from everything else. And this could be the truth as you can land fish that are 40~50 skill higher then you.

sad part is the matsay's are at like 27 on the AH with a price drop under 600k. I really do not understand people. Gugs can hold at 50k but a fish that takes 50 times as long to land cant hold at 30 or less WTF is wrong with our server.

I have around 15 to sell but im holding onto them they are getting turned in if the price is not 700k LOL(I really think even at 700k im getting screwed for the time i put in)

Gugs are better gil for me at this point.
