I live in Virginia. We went 34 days (new record) with no measurable rain whatsoever and are currently a hideous 14 inches below normal.

The only areas that aren't really dry are getting so much rain it turns out to flood them.

Same here. We get fined for using water for anything. If you are caught watering lawn, washing car etc... they will turn off your water on the spot, regardless if you bill is current or not. Same day re-activity is 1000 thousand dollars on the spot (No Checks).
