It was a repeat of a fairly good episode, but a repeat none the less. It took me a little time to realize that, because I hadn't seen the episode before, but that new "Mexican" detective was just being assigned to their squad in tonights episode, whereas he has been a part of the team in the past few this season.
As to why Novak had to report to the DA office, I assume its because she blew the case, and they were going to suspend the Police Chief for an incompetent office.

Yes, this was a replay of last season's finale. The first episode of this season wrap up a few details of what happened there, but not all of them. From what I understand the main reason alot of things ended open-ended for the season finale for all three Law and Orders was uncertainty of who actually would return for this year's cast for all three shows.
I'm pretty sure the captain asked her back because he was planning on resigning or something because the murderer got away? Turns out he just got transferred for an episode.
Or at least he needed a lawyer, idk but novak didnt ruin the case, so no reason she would be in trouble.
And as stated this was last seasons finale, very good episode.
