Question regarding salvage gear

Hey guys I did a forum search but i couldnt find any info so i decided to post. I was wondering, do you need to complete a salvage gear set before starting the next or can u pick and choose pieces?

And to actually answer the question: Yes, you can finish any piece from any set you want in any order you choose. The only thing that the NPC benefits you with is holding all those pieces from any part of the set to help your inventory, and if you choose to change the desired set he'll hand all the pieces back to you.
