If I'm not mistaken pal[tab] mines is a relatively short distance from the Port Bastok Zone, and has an instant boat transport back to Bastok. Since you only need sneak for the entire trip that particular zone is very easy for low levels to get to and from, without the need of OP warps, Teleports, and Warp. Of all my mules, my basty one is the only with fancy sunglasses, and she's level 1. By the way, the NQ sell for 10K...think about it.
