As far as hate transfer there's that rare chance you're in a zone and you're fighting a mob that's harder then you expected and you need to find a pet fast but some cockfucker decided to zone in at the same time and kill anything you could use a pet.
I can't tell you how many times myself or other BSTs I've seen get owned when they throw a new pet onto a mob only to get fucking killed because the new pet can't get hate fast enough and you get face planted.

Being able to transfer all hate to your pet as BST is a MASSIVE change. If you can use it once per fight, it could drastically increase kill speed, since a lot of BST exp is waiting for the right moment to melee but not get hate.

It sounded at first that it was a new hate grabbing ability ("an ability to help in claiming the monster" Voke II anyone?) and the Counter+Store Tp ("ability to strike back and gain TP") to help mitigate damage.
If all it does it make you hit the enemy when you get hit, then it definitely won't work through Utsu (I SERIOUSLY doubt they would give War Counter II for all intents and purposes, and make it work through Utsu, and not give it to monks too, or first), and it won't help you tank, because you're still bleeding your guts out and losing hate.
Counters piss things off, you don't lose hate from a counter, and you damage the monster in the process, gaining hate and now gaining TP from counters which could help dramatically accelerate TP gain, and give War more hate tools, in this case WSes which are our best hate tool in a wide array of situations.
First thing I thought was "Wow, War/Sam tanking might be complete with that." Since you can (and do) counter with S+TE up, having innate counter would just boost the survivability, and help you deal with flukey single anticipates better.
All in all, it's just theorycrafting based on vaguely translated statements delivered second or third hand.
