Just make Repose available pre-37, and Repose II post-37. Red Mages get a Light-based sleep spell to play with and White Mages get an exclusive spell, everyones happy.
I know they never said there would be two Repose spells, I just figure its the most practical solution. Whether or not SE would go for that is an entirely different story of course.

I would say their ability to emulate both BLM and WHM and have unique enhancing and enfeebling spells like Gravity, Dispel, and En-spell are enough to define a job.
