Would that be satisifactory? Or maybe not 99.95% confidence, but some level that you would be comfortable with? You are right, 100% confidence requires a completely different method of testing. Testing through HQ rates can be highly accurate, but there's never any guarantee that you didn't have a lucky or unlucky streak.
However, you can do tests in sufficient numbers such that the probability of one of those streaks happening is incredibly low. In fact, you can specify a maximum probability (in advance!) of getting hit by wacky variations, and use that to determine how many tests are necessary before you perform a single test. This is one of the ways statisticians can make the big bucks.
So, given that 100% certainty is so prohibitively expensive, is there a level of certainty less than 100% that you would be satisfied with? If so, we can design a simple experiment and determine how many trials would be necessary.
And before you say "only 100% is satisfactory", consider real-world experiments that test similar questions (for example, whether a new medicine is effective.) They use this exact same method, since 100% certainty would require an understanding of chemistry and human physiology that we just don't have. Yes, there is a risk of a mistake, but you can strike a balance between minimizing that risk and allowing medicine to advance.
As for the bazaar aspect of this furnishing...
Does it open your mog house to the public when you install it and open the bazaar? Or is it only based on the new Mog House invite system where only people in your party/alliance can zone in and shop from it?
