Where exactly is the NPC that gives the Blue Recommendation Letter? Is it near the Scholar NPC? If it's at another zone from Batallia Down's [S], can I please have the POS?
I went out and got a tag in MM and got 480 limits and 200 or so Alliance Bills by helping out fighting.
Found it, for anyone in Windurst, hes a little ways away from where you sign up. Hes over by the building where Eco Warrior and Escort NPCs are inside for. Tarutaru, TM Coat.

Me and my friend trekked all the way to sandy. Yeah, thats right, and while we where outside campaign started. An NM ran by us at flee speed and I claimed it.
This was a giant god damn mistake. It hit me non-crit on my mnk for 1200. It then proceded to use dread spikes and a group of NPC's came up and loved on it, while it face raped me and my friend.
So if you're heading into the past cities, and your not allied, and campaign starts, and your not near the NPC gaggle: DON"T PISS OFF NM's.

I saw that, I meant effects it has all alone, like Signet hHP or Sanction EXP bonus.

I just spent around 6 hours in The Eldieme Necropolis engaged in Campaign and I have an idea on what is happening now, or at least what I think is happening.
Every 30 mins or so a campaign NM and helpers will spawn. These must both be defeated or you will not win the campaign, and it will never end(at least for Eldieme). If everyone dies and the campaign mobs take off at lightning speed + depop, you fail and have to wait until the next wave.
There are also non-notorious beastmen in the zone that you can fight. Killing these will spawn guard NPCs. The campaign mobs will always intercept these guards, so make sure to stand around wherever the guards are being spawned so you don't get trampled by the stampede of campaign mobs. Calling for help on non-notorious beastmen will also cause the guards to attack them(They won't otherwise).
A good strategy seems to be gathering everyone you can where the guards spawn. Kill as many of the beastmen as you can before the next wave(just train them all to the guards and CFH). When the next wave comes, the guards will slaugther the campaign mobs(they always target a single mob). Keep everything asleep except what they're fighting and assist them. It doesn't take too many people to win as long as you can get a good number of guards before the next wave. When you win, campaign ends for a total of five minutes, so make sure you do whatever you need to quickly.
Anyways, this is just what I've noticed so far, I might be wrong. Hopefully someone will find this information useful and not have to waste hours sitting around to do the SCH quest >_>
Capped @ 600 Allied Notes or did I just get a nice round number?
Campaign was cool at first, great music, but it became really annoying really fast when it lasts hours and there are like 10 minute breaks inbetween when you have a quest that can only be done when Campaign is not in effect or need to get through an area that's closed while Campaign is in effect.
Not to mention the non-existant apparent reward (do I need the WotG version of signet?).
I haven't even made it to a town yet, I stayed behind to help my friend get the Bastok quest flagged after he missed it during the first win >_>

No one seems to have mentioned this, but once you're signed up the C.A. in the towns(maybe just your town) will transport you out to other C.A. areas you've visited for some of your Allied Notes.
The maintenance on Eldieme was to stop the scholar NPC from depopping I'm sure, because she was depopping constantly, and now she stays during campaign.
