Same problem for me, i'm doing the sidequests now that's the only thing I can think that would keep it from activating.

you have to have at least the last set of quest from your past nation done
So many people killing orcs here, not seeing many Nightraider, or Beastrider.
So, did the CS with Amaura. Do I need to harvest the bulbs? Or kill saplings?
Edit: Can't harvest in jugner, so I assume I have to kill saplings for a drop. according to wiki,1 2 spawns in the entire zone. Gonna be annoying...
Edit again: Cernunnos Bulb dropped off the first Wandering Sapling I killed in Jugner Forest [S].
I'm editing my post as I go along, but yes. It's from Jugner-S.
Adding to the above
1) Click on door to Lion Spings (k-6) in South Sandy [S]
2) Click on Raustigne @ the N. Sandy zone line
3) Go to Jugner [S] & click on elegant footpints (i-6)
4) Get an item that's dependant upon the answers to your questions
5) Another CS a the footprints
6) Talk to Amaura in Southern San'Doria, present
7) Kill saplings in Jugner Forest [S] for a Cernunnos Bulb
8.) Another CS with Amaura
9) Plant bulb in E-6 of Jugner Forest [S], go to present day spot and fight NM. It's a Walking Tree type, casting protect IV, Stone IV, Stonega III among other spells. Fairly difficult; you will need a party. Perhaps duo, if you're real good. If someone else pops it, and they wipe, you CANNOT damage it! Don't think of pulling it. My avatars did 0. Then I teamed up with them, and was able to kill it.
10) Back to Amaura for CS. Wait for vana day change, then zone after the day change and talk to her.
11) CS at gate to north san D, in south san D [S]
12) Bastok[S] or Windy[S], I think you can go to either next. Velda-Galda is outside the zone to Wind Walls, in past Windy. Heading to Bastok[S] now.
13) Radford is near metalworks entrance, just north of it.
14) CS at Jeuno; I assume any entrance will work, but I used the Sauromugae Champaign[S] entrance.
15) Got a key. CS at Underpass hatch in Batallia Downs[S] in the upper right corner of J-8, on a wall.
16) Assault BC. 9 NPCs (3 per group). After a few minutes, they head off in 3 different directions to kill quads/orcs. NPCs are fairly tough vs. the mobs, but do need to be healed. As a solo WHM, I feel I probably could have healed all three groups, with sprinter shoes and some meds. Going to get another key item and will try again.
Newsflash; the nation quests and mission line are one and the same despite the complex abstract camouflage of being named "quests".
0/9 so far, fuck this doll!
Anyone knows what texts lead the npc to ask a Gold Beastcoin?
Outstanding idea by the development team. Truly. This being even worse than the 108-knot bit since that was a nation mission-quest vs the one mission storyline.
...Though I want to hope that they were "nice" and made there be some other way. I'd rather not be camping against the entire server for a rare drop for the next month.
I'm having trouble getting to the next mission, I am on "In the name of the Father" yet when I go to click the Lion Springs door all I recieve is "The door is locked". I haven't done many past quests but I don't see how that would keep me from progressing in the missions.
Thanks for any help.
I don't see what the big deal is about the doll, I went 1/3, and there are ~20 mobs on a 5-6 minute respawn which have a high droprate on the item needed. No matter how many people are trying to do the mission there shouldn't be a problem finding orcs to kill, they respawn fast and people will get their doll and leave. Oh and 1/1 on the 108-knot quipis, why are people complaining about items with super high droprates?
Hmmm... does the NM "spam" spells or just occasionally casts them? Think it'd be duoable with RDM + PLD or something? (I have PLD BLM THF NIN RNG BST WHM COR DRK, friend has RDM BLM)
