Confirmed, swapped out Saitek USB keyboard for ancient Keytronic PS/2 and it works fine.
I use a wireless USB mouse and it works fine :O. I don't lag one bit in any aspect of the game.

Saitek keyboard here too. Have two of them in fact, both the Eclipse and Eclipse II. Both cause slowdowns.
Luckily... (drumroll) my linux box had an old IBM PS/2 keyboard (you know, the 15 lb. keyboard). Talk about a PS/2 limitation

Unplugged G15/G5, went up to 29 (regular), plugged them back in in different USB ports, back down to 8. At least we know what's doing this.
Unplugged my USB Saitek and switched back the my cheapo Dell- working normally now.
I rely on my G15 too heavily to not use it, so I'm just going to wait for a fix... at least we know what's causing this RETARDED issue now.
Currently working without a mouse, I have a Utopia USB/Wireless mouse/KBD (don't use KBD) and a G11 macro keyboard from Logitech that both cause this. Either one results in 3-6FPS while I currently have 29.0FPS with them unplugged. I hope this is fixed soon.

also at max her system reports about a 6% cpu utilization.
What's fucking stupid is that the things causing these slow downs and errors are the fucking very same products SE recommends to use. nVidia I hear are shitty with FFXI, and now Logitech keyboards are slowing the game down? LOL

No idea why it's different now, but still pretty horrible.
Confirmed the issue with my Logitech Wireless LX710 on Vista x64. Unplugging it returned FPS to normal but can't play without a keyboard and mouse.
Removing hardware mouse setting doesn't affect it.
Too weird, I tried out switching my usb mouse and keyboard for another ps2 mouse and usb keyboard, lag was reduced by about 50%. Searched my entire house for another keyboard (turns out the few I had somewhere got thrown away). Checked my 2nd pc for the keyboard and mouse on that one. Mouse was PS2, keyboard had a USB > PS2 converter. Switched those to my main box and lag was completely gone. Running back at 28.9 FPS.
Oh and dunno if it matters but, my initial USB keyboard/mouse combo was Microsoft (don't ask) and switched to Logitech PS2 keyboard/mouse combo.
