Edit: And 2nd in shards overall, too....and Windurst had the highest single-server turnin per server as well.

The way this sounds, it seems like it's saying that the regional vendors in the home nation of the nation that won for that server will sell their wares, regardless of conquest tally, to members of that nation. However, Windurst came in first on Remora, and as a Windurst citizen, I've not been able to buy from regional vendors who don't have the area claimed for Windurst. Can anyone explain exactly how this works?

Likely your character had to be created/moved before the event started to qualify.

If this is true, my San d'Orian mule is safe! I knew creating a mule in each starting city would be useful eventually.... As an Alchemist I will be keeping every inventory slot of this mule completely stocked with Mov. Water.

that's because it was a pan server San d'Oria win . Regardless of individual placing of nations on EACH server San d'Oria won across ALL servers total thus every san d'orian on every server gets the reward.

The teleports were pan-server, the vendors are supposed to be on a per server basis. Read the OP

Just bought 5 stacks of Movalpolos Water from the Windurst vendor on Fenrir (Windurst won the event here); my character is San d'Orian btw. Beastmen do have control of the Movalpolos region.
