I got the quest in Lower Jeuno from the Hume female dancer in the middle of the dancers below that clock, near the supermarket. She says she needs a Starlight Pebble or something. Went to the Lake in Jugner Forest (S) and found "Glowing Pebbles," but I can't take them. Clicking on it just says "There are sparkly stones here."

When you reach the past, head all the way to the J-9 entrance. She's in there.
Give her 12 vellum, then apparently use BLM or RDM two hour.

May have something to do with the time of day (starlight)? Also, just on a hunch from other quests, try unequipping everything (weapon, subweapon, ranged, ammo) from the top line of your equip screen. That's probably not it though >.>
