By being a "mystery "man" ", it means Shantotto can (being the military mind of Windurst, if you haven't noticed) decieve the Kindred forces while protecting the Federation and providing the critical leadership (and massive firepower) needed to defeat the Yagudo. Nobody officially admits Shantotto was anywhere else but far away, and the bad guys get to deal with the "ghost" lurking near the Shadowlord's domain and the Warlock "Warlord" who's rallied the Windurstian regulars.
You don't leave your ace (and next to the Sibyl, the most politically favored Windurstian) Black Mage in the cold when your capital city just got raked over by the birdbrains- and if it wasn't a double-crossing act of deception, Shantotto would be front and center in the campaign battles if for no other reason than mass Yagudo incinerators are great for morale.
Shantotto would unbalance campaign, anyway. She'd just cast Thundaga III and all the Yagudo would die, and 30 second campaigns are no fun.Originally Posted by Kyreth

Although, Rokbel-Akbel being Shantotto wouldn't exactly surprise me, there's an NPC in the present who talks about Rokbel-Akbel having had a seat in Parliament, which afaik Shantotto also had, so that kind of points to them not being the same person. >.>
Kayeel-Payeel (The Claustrum General) bitches in the present about there being no current Warlock Warlord, about how his seat's been empty for twenty years. And I'm sorry, but I find Rokbel Akbel = Shantoto to be a bit far-fetched, it is entirely possible that there are other people as skilled in magic as Shantoto, you know. Shantoto has to be in the Northlands eventually, in Castle Zvahl with one of Karuha Baruha's dolls. (Is that the Fenrir guy's name? I can never remember) This also has to be before the fall of the Shadowlord, and from what I understand it took place reasonably early in the war. I'll go check my cutscenes in a bit to see if I can't dig anything up.
I thought that the BLM AF cutscene in Zvahl was during the final assault against the Shadow Lord?
