All phone companies have done this since the beginning. It is standard practice. Even some home long distance plans have different rates based on time of day. They also do the exact same thing. I'm actually really surprised they refunded your money.

BTW, it works the other way also. If you night time ends at 7:00 a.m., and you place a call at 6:55, you can talk for hours and still be on the night/weekend minutes. At least you could a few months ago.
