Nope, I made sure there isn't any downloading prior to starting the speed test. I don't know much about internet speed and how to make it better. I asked a lot of my friends and they all told me it's the location. Honestly, I don't see why because my cousin lives about 5-6 blocks away from me and uses the same service. It appears my college uncapped the network speed to the residence, so anything I throw at it (with servers that can handle it) downloads at stupidly high speeds.

In possibly the first (and only) defense of American ISP's:
Rolling out fibre-to-the-premises (aka: FTTP, the connection type FiOS gives you) is a metric fuck-ton less expensive for a small nation like Japan than ours. You're talking about ~330,000km^2 of landmass to wire, less than the state of California, and that's not even when you consider much of that is wilderness or otherwise undeveloped.
That being said, ISP's here are also retarded and utterly refuse to spend money on, well, anything.
