That's because rain in Washington is like a sunny day anywhere else. It's just your normal default weather. That kind of rain is nothing, its just drizzles or showers but nothing to write home about. But once in a while, we get a real storm, just without lightning. And usually the wind and rain are separate. I can think of a few good wind storms with little to no rain, or a few good rainstorms with little to no wind, but I can't think of any good wind and rain storms...
