Of the three listed, the PS2 is undoubtedly the best choice. You can count the number of Gamecube+Wii games that aren't on the PS2 on your fingers, with enough left over to flip Microsoft the bird.

If you a fan of online play and FPS you can't go wrong with the Xbox360. It also has the most developed library out of the three next-gen consoles. If you are only getting a very limited library, online FPS have insanes amount of replayability. You can also rely on some nice free demos. This is only if you get Xbox Live.

I wouldn't suggest a PS3 at this point, since it's going to cost too much money and it has a weak library of games.

The Wii has some pretty good games(some of the best in the gen, especially if you count ports), but almost a complete lack of online play. The Virtual Console is a big waste of money, I would greatly advise against it and tell you to get some emulators(your laptop will be able to run them fine if you can run WoW). It completely replaces the Gamecube.

DS is probably the best platform as of right now.

PS2 isn't a bad idea, but you'll miss out many some new games in the coming years if that'll bother you.

If he hasn't played a new videogame in the last 10 years, I'm guessing he'll be ok with not playing a next-gen one either.

while i agree with people have said so far (both ps2 and wii are good buys), i'm going to say buy a dreamcast and get a lot of games. I don't know if you can still find ISOs online (back in the day I had dozens) but its kind of your last chance to play these (if it isn't too late). It has the most arcade perfect fighters of any system and also some unique games which are definitely worth playing. The system is so dead you can get almost everything cheap. Some examples of great games:

    Arcade Perfect Fighters:
    Marvel vs. Capcom 2
    Capcom vs. SNK 2
    Street Fighter 3: Third Strike
    Street Fighter Alpha 3
Super Street Fighter 2 Turbo (Only Arcade perfect version until HD comes out w/new graphics, also had online play)
    Soul Caliber Series
Garou: Mark of the Wolves (arguably the best SNK fighter)
King of Fighters 99-02 (some are meh)
    Original Guilty Gear
Last Blade 1 & 2 (another very good SNK fighter that didn't get much play in the states)

    Other Fun Games:
    Jet Grind/Set Radio
    Crazy Taxi Series
    Power Stone Series
Seaman (this was pretty funny, imo)
Chu Chu Rocket (was so much fun with friends...)
    Rez
    Shenmue (maybe haha)
    Gunspike (fun shooter)
    Typing of the Dead >.>

If you are resourceful you probably can get everything under 100 bucks easy

Pokemon Snap isn't even on the virtual console unless it was added like a few days ago.

The library in the virtual console for N64 games sucks. I want Gauntlet Legends with Wiimote controls and I'll be happy. That game was the shit with 3 friends.

According to Wikipedia, the original Guilty Gear was on PS1, not DC (I actually thought it was never released in America), and MvC2 was later ported to PS2.

Power Stone 2 is almost worth getting a DC for all by itself, however, if you can't/won't emulate it.
