Discrimination has nothing to do with it. She has the job cleaning the house, so she isn't being discriminated against on the basis of race. One problem is if he's paying her above and beyond what a normal person would pay for the service, if he is paying her $200 plus $60 in cash. Harassment is just unwanted advances of a sexual nature, they are clearly sexual if he is masturbating behind her and almost on her. If you are talking to a lawyer and possibly pursuing this, I would avoid continuing to discuss it on BG, as e-mail/internet communications are potentially discoverable if it ends up at trial.
