Apkallu 7 (or whichever one never pops) is the placeholder. After a maintenance either the NM pops or Ap 7 doesn't. Like someone suggested a while ago, SE probably went to check it, saw AA pop and called it good. It explains why no one has seen it since the last maintenance day. I bet when the server resets for the big update in March we'll get 2 or 3 pops then see nothing again for weeks/months. A seasonal spawn would make sense. There's got to be something else to it though as well. He hasn't shown up at all since those pops and wasn't there much at all before them. If it was purely based on time then he would have shown up a few more times. I guess until the warp boats get fixed though we won't really know.

What I've read in this thread and elsewhere leads me to think that AA is similar to Stubborn Dredvodd.
There was a theory about him a while back, when people who were camping it noticed they always seemed to run across him on their first boat ride, after they hadn't camped it for a while.
I'm suggesting that the developers comments can be interpreted another way:
"* He doesn't like being left alone, and will wander off if no one is around to keep him company."
Despite this sounding like he wants people on the ferry, I think this statement says something else. To me, it reads "He will pop/his window will open" if he's left alone, i.e. if the barge isn't ridden for some time. The second part to me says, "after a certain time his window closes and he won't pop" if no one sees him during his window.
Think about being at a house where you're alone in one room, and there's a party going on in another. After a while, you get up and go see what's going on in the other room. But, if the party seems to be going along without you, eventually you go back to your solitude.

You have my sympathy. At least with Phanauet Channel you could search for people in the zone to see what was going on. I don't believe you can remotely search for people aboard the Nashmau ferry.
My best advice is to either just ride the boat one or two times at random times, or camp the ferry dock and watch for people boarding it. If it goes empty for a few runs, check then.
If this is the trigger for the spawn or the window, it's no wonder no one ever sees AA. Dredvodd is rare enough in Phanauet Channel - I'd bet the Nashmau ferry sees more traffic than that barge does.
