Just registered but have studied this NM and forums, including all of this thread, extensively. I'm obsessed with getting the Birdman Cape. I don't want it in an uber-gear sort of way, more like a Holy Grail sort of way. Anyhow, as a successful camper of Rose Garden (1/4) and deducing from the hints given about not liking to be alone, I think it's most likely that the other Apkallu should remain untouched. It has obviously popped before without PH's being killed. Even if leaving them alone is not required, there's no harm in doing so. While camping it I don't touch a thing.
Furthermore, I think the "glitch" in the boat ride (i.e. the 'warp' boat from Aht Urghan > Nashmau) is very likely an intended glitch by the developers. The hints and recent sightings came around the same time as the "glitch". If there truly is a condition where the Apkallus needed to left alone for a long period of time, this probably would never happen with people riding the boat to Nashmau and attacking the mobs. However, there is generally very little reason for people to take the long way home from Caederva Mire or Nashmau. Most people just warp back. This glitch has been on Asura for months now. If it was unintended, it would take very little work during the next update to fix the problem. I don't think that it is intended to be fixed. Without the possibility of outbound adventurers from Aht Urghan ruining the PH status, the chances increase dramatically of getting that sort of NM to pop, if this is truly a pop condition.
As for other "luck" factors, I'm as lost as everyone else. I don't believe we can tie it to a certain day, as Lightsday, Darksday, and Earthsday have all had pops. Being in a party could be a condition. The number of sightings is too small to ascertain at the moment. At first I was very disheartened to find out that it may require being in a party, as I really wanted to go Rdm/Nin on him. However, if the NM is too tough to solo in the time allotted on the boat ride, then a party would be a requirement anyway.
I've camped Stubborn Dredvodd forever (125+ hours, 0/2), but at least I have seen him show up. There's another NM that nobody quite understands, but at least I have seen him. If anyone on Asura is interested in partying with me on this project, my character is Doomfist. Send me a /tell and we can start camping him together.

I glitched on first boat ride TO nashmau.
Boat Ride #1 New Moon 0% Firesday 7/29/1042. (~1am my time on march 4th 2008)
I'm doing this in a party of 3 (later 4), though only 2 are on the boat. (There was no one else on the boat except my party).
Kulshedra was on deck when I went up top. I'm 75smn, carbuncle auto-attacked it and finished it off with a few meteorites and healing ruby II's
After the Kulshedra engaged me (or rather, carbuncle saved me), Apkallu appeared. I checked Spellcast's %weather and it was "Sunshine". For giggles I did /welcome to Apkallu. A minute later it felt foggy so I did %weather again just to check and it was "Clouds". Hmmm. It was cloudy for the rest of my trip EXCEPT 30 seconds after "we are nearing Al Zahbi" it became windy weather! (Maybe I should have killed the apkallu?? >.>)
A big claw spawned a little after I killed the Kulshedra. Carby got it to 2% before we docked >.>; oops.

My boat ride TO nashmau glitched *again* and I was able to get right back onto the boat ASAP.
Bigclaw and Imp were on deck when I got up top. Weather = "Sunshine" the WHOLE ride.
I was a bit more proactive this time and killed the bigclaw and imp to try and get some apkallu aboard my fair ship. Unfortunately, all I got was a Bigclaw.
Okay screw it, round 3. GO!
Third boat ride to Nashmau.. GLITCH! Big surprise. I can't catch that boat ride for the life of me... maybe it's because I'm in a party? LOL

The Kulshedra was on deck and weather was Sunshine. This time I engaged the Kulshedra right away and no apkallu spawned near start like last time. Just as Kulshedra's dead body dissapeared, mr. bigclaw returned to say hi. After about a minute or two of dead bigclaw, mr. apkallu showed up. A minute later, we docked.
I think I'm ready to latch onto more of an idea along the lines of "winter season" with a dash of "fog weather" during "morning hours" at this point from the information that's been gathered in this thread. How long until it's November? /tear
I think I'll ride until my husband says it time to go to bed (1:48am now). If I see anything useful, I'll let you know (;/
(Just a weird side note. The next boat ride Apkallu was up. I did /welcome and it despawned. Well sheesh, see if I /welcome you ever again you silly bird)

On a side note.. it was around late nov. in vana'diel when he was last seen right? Anyone know of a good website that'll convert our time to vanadiel time so that I can check when "winter" season will be around again?
Edit: It appears that the *first* 3 months of the vanadiel calender are winter (jan/feb/march) so that puts Nov as a "fall" month. The boat ride is from Nashmau (north) to Al Zhabi (south) which at least supports the theory of "birds migrate south for the winter (during fall)". I think I'll try camping it again while it's "fall" months to see if I can get any useful data. I checked my .dats and no Almighty or #7 for what it's worth.

Simple question: If it is a seasonal pop, do we have the date the "found" part of this thread came from? And how long is an in-game year? Should give an idea when the next time to camp it would be.
Well an in game year seems to be as long as a real life year so fall would be Sept. 21st. So if it is open for 1 Vana'diel season that will give use a ~4 day window every and then a ~12 day wait(A Vana year is ~15.2 Earth days).

Those are for the exact date of Charly's witnessed account. If we want to calculate spawn by seasons instead the specific month of November we'd be seeing a spawn during the season of Fall. Other months in this season in Vana'diel are October and December.

P.S. I have attempted to ride the boat from Al'Zhabi to Nashmau over 20 times and glitched every single time. Is it still even possible to ride it for Proteus spawn? Am I doing something wrong? haha, I probably am. Any insight into this little conundrum would be appreciated!

That wiki article is garbage.
Water weather does occur mostly during the 4th-6th months in Zi'Tah, however, this is not necessarily a global "season" across Vana'diel. Yuhtunga/Yhoator also have heavy water seasons, which do not necessarily overlap with the pattern seen in Zi'tah.
I have spreadsheets of weather patterns from figuring out Noble Mold and other things.
Unless someone has made a concerted effort to camp 3-4 different weather checkers for two straight weeks more or less nonstop, any theory of seasons is just that - theory.
Noticing that it's Double Ice weather in Beaucedine during the 1st month of the year doesn't cut it.
Weather patterns are unique to the zones in which they occur, and while these patterns sometimes can be broken down to months in the year, they are not "Seasons" in the Winter/Spring/Summer sense. They are more like "Ice Season" or "Wind Season" (wabbit season, duck season...), and as I said, UNIQUE to one particular zone.
Once you have enough data of spawn times, it will be easy to see whether a Time of the Year spawn condition has any weight. But let the data tell you what your theory should be, not the other way around.

Well, each spawn that was seen happened around the exact same time on different servers. So, the seasonal thing does kind of make sense. And, since the boats just broke shortly after that, there's no telling whether he popped or not since then. Perhaps the best time would be to start a Vana'diel week before that date listed above and go until a week or two afterwards. (Is it 8 days a week and 4 weeks in a month in Vana'Diel?)
Dont know if it helps, but he was popped and pwn'd someone on Seraph today 4-10-08 around midnight, vana time was 2/19/1045 around 10:00 on firesday, new moon 10%, according to the person i spoke to
