Yeah, this really doesn't add anything new, just negates a lot of the previous theories.
I was not in a party and was alone on the boat.
It was not the 8am boat ride.
There wasn't foggy weather.
He didn't despawn after 20 seconds if not claimed.
Wasn't up at start and didn't pop until there were only 3 min left until arriving in Whitegate.


All I really can add is that he popped at the same spot he popped last time: where the 4 is.
