keeping pol.exe priority set higher

ok, using Windows EXP SP2, windower 3.26. Every time I alt-tab to a browser window, my comp is defaulting pol.exe's priority to "low". I can't seem to keep it at any other setting! Tried opening task manager and manually setting the priority, but it just won't stay on any setting other than "low".

any ideas? Am I missing something completely obvious?
