The OP only shows Victory March up to 554 skill, but it is possible to get around 565 or so (568 in Campaign or Salvage if you have the specific items).
Was there ever any testing for higher tiers?

Since this is already necro'd. The idea of this post is to use the guideline in the OP, that way anyone can calculate which combo will bring them to the haste cap.
For your particular question:
Cata: 102
Aces: 40
Belt: 61
H. Hands: 30
H. Feet: 30
Total: 263/1024
263/1024 >= 256/1024(Haste Cap), so you would be over the eq haste cap.
In regards to skill vs Victory March, highest I can reach now is 559, and I believe up to 122/1024 haste has been tested. If anyone with with 568ish wind skill wants to test for a higher tier, can PM me and I'll design a test for you~

You don't seem to be getting it, so I will spell it out.
Getting 16% haste from gear with aftermath up is not hard and can be done with loads of different combos.
You need to think about what you can gain in each slot by taking haste out, so it becomes a trade off, maintaining 16% haste while balancing other stats.
After haste, one of the most effective ways to increase TP gain is DA (assuming you ACC is good, which with an apoc it should be). Ares Legs have DA, so they are one of the main items used in a 'aftermath TP' set.
Next you need to think about accuracy and attack items.
Therefore the ideal aftermath set is something like:
Ace's
Dusk Gloves +1
V.Belt
Ares legs
Aurum feet
That give 26% haste, 2% DA and a decent amount of ATT and ACC.
Obviously if you lack any of those items then you need to rework the set based on what you do have, but that is generally thought of as the best setup.
Also: it is the silliest looking setup.
