Novv Repop Timer?

Now I know Novv's a timed pop with a 2-6 hour window, but does he specifically pop on the hour or can it be any of the 240 minutes in that time period?

Placeheld, or at least used to be. Probably just got the randomized-repop treatment that Mee Deggi got, so he can pop instead of the placeholder anytime during the respawn time of the placeholder.

I thought he just pops now... Or he pops in a specific spot regardless of where PH was?

He doesn't have a placeholder, just pops. Idk about intervals between possible pops, but if I had to guess, it's probably a 16 minute "mini-window" like most indoor pop out of no where nms.
